Open University, headquartered in Milton Keynes, England opened in 1971 with a student enrollment of 24,000 in long-distance courses broadcast by the British Broadcasting Corporation on television. Originally, the University of the Air was founded by Labor Party leader Harold Wilson who wished to make higher education available to everyone in the country. By 1999, it was the largest university in Britain, with 125,000 undergraduate students and 40,000 graduate students, with programs offered by videotape and the Internet.
